The water level, coffee dose and space in a moka pot are designed as a system. The boiler should be filled to just below the safety valve, and the basket should be filled level, not tamped. Those ratios are set for that pot's volume.

If you run a 6-cup pot with half the water and half a basket of coffee, the brew suffers. The water-to-coffee ratio shifts, the coffee bed is loose in the basket, and the extraction runs uneven. The cup tends to taste weak, sour or just off.
